New York recently unveiled a massively ambitious (and massively expensive) public art project. Danish artist Olafur Eliasson designed a series of four artificial waterfalls, some the height of a 12 story building. They've generated a lot of controversy about their artistic merit, which perhaps is the most important point in a public art project's favor.
